There are two timers that controls fixed time in the window while the other one controls output of the Schmitt trigger. The Schmitt trigger has a capacitor and a resistor connected to it. One plate of the resistor is connected to the ground while the other is terminal connected to the multiplexer which supplies rail voltages based on the output from the Schmitt Trigger. The capacitor then charges and discharges as the Schmitt trigger generate train of pulses as output.  These pulses are received by the second clock as the input. This process continues until the first timer window stops .When the garbage gets to the plate, capacitance increase and the capacitors takes longer to charge and discharge. The difference between the two clocks indentifies whether the garbage is dry or wet. This whole process uses dielectric constant where dielectric material is introduced between plates as capacitors.
